Prof. Voxstra Villagracia Corbett, MIB, is a governance-innovation executive, entrepreneur, strategic negotiator, and institutional partnership architect whose work spans government, technology, enterprise development, academe, international cooperation, and high-value project execution. He operates where ambitious ideas encounter institutional complexity — bringing together government leaders, corporations, investors, technology providers, academic institutions, civil-society organizations, and development partners to transform strategic priorities into structured alliances, governed programs, viable ventures, and measurable outcomes.

His journey began beyond the traditional centers of influence he would later navigate. From Olongapo City and Davao City to Metro Manila, his experience as a working scholar cultivated perseverance, intellectual independence, and a disciplined commitment to self-reinvention — formative years that shaped a leadership philosophy grounded in versatility, sustainability, and the conviction that innovation must produce practical, enduring value.

He earned his Master in Innovation and Business from the Asian Institute of Management, where his graduate capstone became the conceptual foundation of CENTRO — the Comprehensive E-Government National Project Tracking and Reporting Operations platform — and subsequently evolved into an operating CivicTech venture. As Founder, President, and Chief Executive Officer of PhilCentro Technologies, Inc., he leads a broader agenda focused on modernizing how public institutions plan, monitor, govern, report, and deliver projects. He concurrently serves as Head of Partnerships and Strategy of AIXERA AI Solutions Inc., directing alliance development, institutional positioning, and market strategy for AI-enabled governance and decision-support solutions.

In 2025, he was appointed a founding member of the Advanced Naga for Innovation and Good Governance (ANINAG) Council under Executive Order No. 064, Series of 2025, issued by the Naga City Mayor — representing the Asian Institute of Management and the Center for Global Best Practices on the multisectoral policy and advisory body guiding the city's digital transformation. In 2026, he held concurrent leadership responsibilities within CLICKCONEX 2026, the 10th Convergence of Luzon ICT Champions: Special Assistant to the Overall Lead, Lead for Sponsorships and Strategic Partnerships, and Co-Lead for Program Flow and for Speakers, helping orchestrate a national summit of more than 500 delegates whose CoLab and matchmaking process generated 77 partnership matches, consolidated into 25 governed and trackable project opportunities. That same year, he helped activate a multi-city Philippine mission to the Smart City Summit & Expo and the Yushan Forum in Taipei, in coordination with regional partners — connecting Philippine local government leaders with ministries, technology companies, and international innovation networks.

Across his career, he has participated in the negotiation, management, oversight, and monitoring of commercial and institutional engagements exceeding ₱5 billion in aggregate value, spanning heavy equipment and earth materials, medical procurement, institutional trading, employee-benefit programs, technology alliances, and public-sector transformation. His international innovation credentials include a second-place finish, with a Filipino innovation team, at the GIMI–IXL Innovation Olympics among participants representing 14 nations.
